The Partner makes a great body camera for civilians and citizens because it offers a great level of value. It is a very high spec device that competes with some of the highest cost models but at a fraction of the cost.
If used as a personal body camera, there is less of a requirement for encryption than if used professionally. This means that you don’t need the DEMS to view encrypted footage and as such can by the camera without it. You would just need to use the free cam manager software to unlock the storage before downloading the footage. The DEMS does automate this process however.
You can get away without using it if you are acting as a private individual and recording in a public place.
Yes, the MK4 has both a 4MP CMOS sensor and twin infra-red lamps that allow you to capture footage in lowlight conditions and then automatically switches to grey scale in near darkness. It has a range of 15 metres in night time conditions.

A cloud installation stores footage on a remote server which is accessed through the internet. Cloud solutions have ongoing fees such as license renewals and storage charges. Locally installed solutions only exist on the physical computer in front of you.
This really depends on how often your record footage. If you a recording for long periods very often, then you will need to dock and download every day. If you are only using it for severe incidents then the extra large battery and H265 encoded storage should keep you going for several days.
The Partner MK4 has two ways of attaching itself to the user. The first, and more common with personal body camera users, is the included crocodile clip. This can be used with any pocket or lipped surface on your clothing. The second, which is more common for professional users than civilians and citizens, is using a KlickFast dock. The Partner MK4 box includes a KlickFast stud which allows users to use it with any official KlickFast harnesses or docks.
